About the Role
We are currently working with a long-established East London–based construction and refurbishment contractor that delivers a broad portfolio of public-sector projects across education, leisure, healthcare, housing and local authority environments.
They are now seeking an experienced Estimating Manager to lead their estimating department, manage a team of six estimators, and play a key role in securing future work in line with their growth strategy.
Role Overview
The Estimating Manager will be responsible for producing accurate, detailed and competitive tenders and cost plans, maintaining excellent client relationships, and overseeing the full tendering process from initial review through to handover. Working closely with Pre-Construction, Operations and Senior Management, you will ensure all submissions are commercially robust, compliant and aligned with the business plan.
You will report directly to the Business Manager, or to a Director in their absence.
Key Responsibilities:
Tenders & Cost Planning
Review tender documents, identifying key requirements, risks and commercial implications.
Complete detailed take-offs and Bills of Quantities.
Work across Plan & Specification and Design & Build contracts.
Oversee rate build-ups, subcontract enquiries and quote analysis.
Conduct site visits, record conditions and incorporate findings into pricing.
Prepare prelims, construction sequences and programme-driven allowances.
Reassess pricing based on conditions, peer review with other estimators and finalise build-ups.
Produce budgets and cost plans with appropriate levels of accuracy depending on stage.
Tender Reviews & Submissions
Lead tender adjudications with Pre-Construction, Operations and Senior teams.
Present pricing methodology, commercial approach and competitor insight.
Make agreed adjustments and prepare final documentation for submission.
Handovers
Compile tender information and produce written reports for handover meetings.
Present project details clearly and ensure accurate transfer of all documentation.
Client Engagement
Attend pre-tender meetings and presentations as required.
Support post-tender meetings, value engineering and clarifications.
Develop strong relationships with clients, consultants and partners to encourage repeat work.
Management & Internal Support
Manage a team of six estimators, providing leadership, support and development.
Assist colleagues with material and subcontractor selection.
Provide monthly departmental reports and updates.
Ensure timely tender submissions with assistance from Marketing/Admin.
Support trainees and junior team members through mentoring.
General Duties
Review tenders prepared by other estimators when required.
Organise and lead meetings, including agendas, minutes and follow-up actions.
Support wider business development and continuous improvement.
Undertake any other reasonable management duties.
Requirements
Experienced Estimating Manager or Senior Estimator within the construction sector.
Strong experience in public-sector projects and frameworks.
Background delivering new build and refurbishment schemes from £100k to £10m.
Knowledge of JCT contracts and both single- and two-stage tendering.
Excellent commercial understanding and attention to detail.
Confident communicator with strong client-facing skills.
Proven ability to lead, motivate and develop a team.
